Quotation marks adaptable to the language you publish text in the web

Quotation marks should be configurable depending on the language used.

"" -> English version, << >> French version, etc.

Find here the rules according to the languages. It would be good to integrate the quotation mark options each writer need.

This should be configurable in the language you edit. In strict terms these are typesetting errors.
