Shipping cost calculated based on shopping cart total

I am hoping that shipping costs based on the cart total could be added. Allowing users to set cart total cost with certain shipping cost. 

For example: 
if the cart totals between $5 and $10, then the shipping cost is $5.

If the cart totals above $10.01 and below $30, then the shipping cost is $10. 

Allowing us to charge the right amount based on the total cost of the cart.
