Control the compression of images

At the moment it looks like I can either compress the images but they don't always turn out sharp or turn compression off altogether and then large images are served, probably slowing down the site significantly. It would be nice to be able to set up a global max size for each image upload so that images can be scaled down automatically and have the option to adjust the quality as high, medium, lossless (the usual options).
